Posted April 17, 2010. Board fails to approve major changes in structure — Some bullet points from the JEA Board of Directors meeting April 15 at the Doubletree Hotel in Portland, Ore.:
- The Board voted for term limits for elected Board members limiting them to two consecutive three-year terms in the same capacity.
- After two hours of discussion, Board members failed to approve three motions that restructure the Board including making the Certification Commission a committee and the Multicultural Commission the Outreach Committee; creating a Professinal Development Commission; and creating a Digital Media Commission. The Board discussed creating a survey to obtain information from members.
- "Commissions have always been this is something we want to have in the coversation and something we want to have every single time," President Jack Kennedy said as part of the discussion regarding the creation of a new commission while changing one commission to a committee.
- Norma Kneese said she was concerned moving the Multicultural Commission, a voting member, to a committee — "We have a voice and we want to keep it on the Board. You're stepping back, not stepping forward." Linda Puntney said, "we need to find a new way, a better way to change the complexion of the people at this table." Javonna Bass said, "I just think we're taking a longer range view."
- Brenda Gorsuch said "These are large, huge changes. I would feel better if we had survey data of the membership to know what direction they wanted us to take."
- President Jack Kennedy said, "We put out these motions to promote discussion, and it's about damn time we had some discussion, some real discussion." Ellen Austin said, "Hard conversations like these are difficult to have."
- The Board approved a budget with income of approximately $884,480 in income and $1,003,240 in expenses requiring a budgeted transfer from savings of $118,400.
- The Board voted 9-3 to keep the NCTE Liaison position.
- The Board voted 12-2 to eliminate the ad hoc Board positions.
- The Board voted 14-0 to discontinue NewsWire and incorporate the content into C:JET.
- The Board failed to move meetings from conventions and voted 3-8 not to meet each summer at headquarters.
- The Board voted 12-0 not to allow members of the JEA Board to serve concurrently on the NSPA Board.
- JEA has spent $636,865 as of April 6 of a $1.1 million budget and has income of $810,402. JEA has about $784,000 in investment reserves. Linda Puntney said, "Financially we look solid."
- There were 11 applicants for the executive director search and that has been narrowed to four with interviews scheduled for the last week of April. A start date has not been set. JEA President Jack Kennedy said, "I feel pretty good about our transition. We are in awesome shape."
- Membership is down about 4 percent from last spring, about 83 members, with 2,039 current members. Southest Regional Director Brenda Gorsuch said, "We have to get this new, young generation of teachers to join." JEA President Jack Kennedy said, "We have to be much bolder in our efforts. We've been stuck at a core group of about 2,000 plus." NSPA Executive Director Logan Aimone said NSPA membership is up about 5 percent.
- Linda Puntney said the Bookstore would go back to a focus more on the journalism-related items. "It's pretty tough out there with all the competition."
- 1,060 students registered for the Write-off competitions and Nancy Smith joined the Write-off leadership team replacing Cindy Bandow as the spring co-chair. The Board approved a new photography portrait competition as a pilot competition in Kanas City.
- JEA/NSPA did not make its room block at the three convention hotels and JEA might owe as much as $17,000 in penalties with attendance of 2,583 (2,243 paid) as of April 12 the lowest convention attendance since 1994 also in Portland. "This is the first time we've ever been faced with this," Puntney said.
- JEA/NSPA are looking at Denver or San Diego for the spring of 2013 conventions.
- The JEA Mentoring Program will be adding six to nine teachers to the program along with new mentors.
- Follow the Certification efforts on Twitter at #jeacertified. "Our numbers are way up," Certification Commission Chair Mark Newton, MJE, said.
- Norma Kneese reported that 17 people attended the Outreach Academy. "It wasn't that easy getting people here even though it's completely free," she said.
- Follow the Press Rights Commission on Facebook and Twitter.
- JEA received 36 portfolios Journalist of the Year. "We have some states that have seldom participated," Wayna Polk said. Polk said she had received significant positive feedback on allowing students who were not planning to major in journalism apply for the recognition.
- Neither the Cornerstone nor the Investigative Reporting awards will be given this year.
- Ann Visser, Sandy Woodcock, H.L. Hall and Gloria Eastman are working on elections for 2011 for JEA officers. Current officers need to notify Eastman by Oct. 1 if they plan to run for office.
- The Board voted 8-5 to approve a definition of prior review.

Professional Learning Community — Adviser Only Workshop
It's difficult for journalism teachers and advisers to find a fit in building-level Professional Learning Communities if they are the only journalism teacher in the school. This day-long workshop will provide a first-time productive PLC experience for participants. Advisers can join with other journalism professionals to create working PLCs using a national journalism PLC (NJPLC) model. Advisers who participate can come as a group, join with other participants to create a PLC on site or simply learn about the NJPLC model and take that knowledge home to create their own group. Taught by Jim Streisel, Carmel (Ind.) High School and others from the JEA PLC committee, participants are certain to walk away knowing there are others who share the same challenges as opportunites. • Thursday, April 15, 9 a.m.-3 p.m. $25
